SERFF Launch Update

The Compact team is up and running in the new SERFF platform. With the universe of Compact filers also navigating the full extent of changes in the SERFF workflow and user interface, we are using this week's tip to express our understanding and flexibility. We are all on the learning curve together.

  • Amendments. Response deadlines will remain suspended for filings in the regular queue until the end of the business day on March 14th even though the amendments functionality is now available. The filing company should not notify the Compact if an extension on response time is needed. We will work responses as they come in. Filings in the expedited review queue are notified separately about changes to response time and service levels.
  • Included states. We have a workaround in place if the states that are automatically populated in a new product filing do not include states where the filing company has the requisite authority to do business. At this time, the company should submit the filing then add authorized states post-submission. Compact intake will use 2024/2025 registration data to acknowledge added states accordingly.
  • Fees. Compact intake continues to validate both auto-calculated and self-calculated fees, as well as EFT transmissions. As with included states, submit the filing and watch for correspondence from the Compact to address fees as needed. We have an open feedback loop with SERFF about changes needed to auto-calculated fees.
  • Legacy SERFF. Remember, all action with respect to previously approved filings will occur in the new platform.
  • Reporting issues/glitches/questions. Please continue to use serffmodernizationquestions@naic.org as the point of contact for SERFF during this transition. We are in constant communication with the SERFF team and very pleased with their attention to requests and known issues. We see fixes implemented daily.

As with the specific examples above, the Compact's priority is enabling filers to keep filings moving and to address platform issues transparently. We will continue to publish tips and filer alerts as the need arises.
